Michael Anderson

Executive Director | Navajo Division of Public Safety

Chief of Police Ronald Silversmith is a member of the Navajo Tribe and is of the Ma’ii Deeshgiizhnii (Coyote Pass-Jemez Pueblo) clan and born for Kinyaa’aanii (Towering House). Silversmith is originally from Navajo Station/Cornfields, Arizona.

Chief Silversmith attended Ganado High School and graduated with the Class of 1983. He also attended Diné College and earned an Associates of Arts in Business Management and a Bachelor’s Degree in Business Administration. In 1985, he joined the Navajo Police Department to begin his law enforcement career and graduated with Basic Recruit Class 26 from the Navajo Police Training Academy in 1986.

Throughout his many years of service with the department, he served as a Patrolman and Patrol Sergeant with Window Rock District, and as an Internal Affairs Investigator (Sergeant) and Commander (Lieutenant) with the Department of Internal Affairs. In 2017, he was promoted to the rank of Police Captain and served as the Central Area Commander, consisting of three Navajo Police Districts: Chinle, Dilkon & Window Rock.

Ronald Silversmith

Deputy Chief Redhorse has served the Navajo Police Department for 18 years, leading to his current role as Deputy Chief of Police. He began his career with the Navajo Police Department as a Police Officer. He assumed increasing roles of responsibility as a Criminal Investigator, Senior Police Officer, Sergeant, Lieutenant, Captain, and Commander. Leonard has a Bachelor of Science in History with a Minor in Political Science from Eastern New Mexico University and a Master of Arts in Criminal Justice from Arizona State University. Leonard also graduated from Arizona State University’s Arizona Problem Oriented Leadership Institute, Northwestern University’s School of Police Staff and Command, Homeland Security Leadership Academy, FBI LEEDA’s Leadership Institute, and several programs through the Bureau of Indian Affairs.

Project Team Members

Tyler has over 20 years of experience in project management, engineering, and management. Tyler holds bachelor’s degree in Mineral Engineering and a master’s degree in engineering management from the New Mexico Institute of Mining and Technology. Tyler is a certified Project Management Professional (PMP#1449319, since 2011) with the Project Management Institute (PMI) and a certified Six Sigma Green Belt practitioner through Arizona State University- Ira A. Fulton School of Engineering. Tyler is a member of the Navajo Nation and is of the Táchii’nii (Red Running into the Water People Clan) born for the Kin ł ichii’nii (The Red House People Clan). His maternal grandparent clan is Tó’aheedlíinii (The Water Flows Together Clan), and his paternal grandfather clan is Tódich’ii’nii (Bitter Water Clan). Tyler resides on the Navajo Nation in Mittenrock, New Mexico

Adelbert “Tyler” Fraizer

Keri is an emergency communication professional with over 20 years of experience. Keri strives to enhance the professional development of Native American communities by utilizing the skill sets learned of direct public safety answer point experience, continuing education, and daily application. Keri is the former training coordinator for a combined 9-1-1 dispatch center. She also instructs at local, state and National level training including law enforcement academies as well as conferences. Keri holds numerous state and national certifications. Keri is the CEO of MTM Solutions LLC providing manage-the-moment training and consulting for the Navajo Police Department and other public safety organizations, specializing in tribal development for 9-1-1 Centers. Keri has been a consultant for the Navajo Police Department for 6+ years after being deeply moved by the dedication of her peers within that community. Keri quickly realized that the men and women serving the Navajo Nation community in the dispatch centers were no different from her. The only dividing factor was the lack of technology and training they had received. These were things she had taken for granted since she began her career as a 9-1-1 dispatcher/call taker in 2004. Keri began to brainstorm about ways to bring the knowledge she had gained over the course of her career to these amazing individuals. Building leaders within the Navajo Police Telecommunications Officials, so that they can drive change in their own communities has been her highest priority.

Keri Gonzalez

Chief Executive Officer | MTM Solutions, LLC

As a founding member of the SDR team, Susan brings thirty years of experience crafting Addressing and GIS solutions for 9-1-1 and Public Safety to this project. Her involvement in all aspects of in-house projects and professional commitment to client education and enrichment have helped cement SDR as a leading 9-1-1 GIS provider. SDR’s service-centered philosophy and client retention is bolstered by Susan’s emphasis on problem-solving, developing custom solutions for rural clients, and continuing education. Susan has broad experience in project management, business development, technical and feature writing, cartography and software product design. She stays abreast of all aspects of 9-1-1, GIS and addressing developments and is a frequent presenter and educator at industry conferences.

Susan Cunningham

President | Spatial Data Research (SDR)

Tyus has received hands-on learning and experience in marketing and public relations for over ten years. Most notably, his experience ranges from his time as the Media Specialist for the Farmington Municipal Schools to his contributions to San Juan College as a Marketing Specialist and the San Juan County Communications Authority as a Public Safety Dispatcher. Additionally, from social media to in-person convening, Tyus has covered many events for various San Juan County community organizations. Finally, through his work with the Farmington Municipal Schools and San Juan College, Tyus gained a comprehensive knowledge of photography and videography; telling stories through a lens is his favorite way to do so. He’s also learned first-hand about PSAP structure and organization as a Dispatcher, Training Officer, then interim Shift Supervisor with the San Juan County Communications Authority. In addition, he’s obtained his bachelor’s degree in Media Communications from the Los Angeles Film School, has his Public Safety Telecommunicator (PST) Certification through the State of New Mexico Department of Public Safety, and received training from the New Mexico Broadcasters Association as a Public Information Officer.

Tyus A. Ellison

Gary Pals is a GIS professional with over 25 years of experience working as the Sandoval County GIS Manager. He is an expert in managing data for NextGen911 and has developed rural addressing systems for several communities in support of dispatch and emergency services.

Pals has extensive knowledge in GPS field mapping, ESRI Software, ArcMap, global positioning systems, specifically Trimble GPS hardware, and the usage of aerial photography and satellite imagery. He also understands the principles and practices of geographic information systems, Web App Map development, BOE Election data, MSAG practices, and NENA standards.

Gary Pals is a valuable asset to any organization looking to improve its GIS capabilities. His extensive knowledge and experience in the field make him an expert in his field.

Gary Pals, II

MTM Solutions, LLC

Kutlu Gulamber grew up in a family of passionate educators. After earning his Bachelor’s degree in Computer Sciences with a specialization in microcircuit design and software engineering, he participated in a large-scale software development project as a developer and subsequently as a Project Manager. He implemented the Factory Management Information System, a custom ERP for the three largest aircraft factories in the country. With a scholarship from The British Council, he moved to London to pursue his Master’s in Design and Management of Information Systems. Concurrently with his education, he designed and implemented a prototype of a Tourist Information System to be deployed in London, in kiosks where tourist density is high, providing almost everything that we expect today from apps like Expedia or Travelocity.


During his 30 years of work in the industry, Kutlu specialized in systems design and implementation in emerging Internet and Cloud Technologies and IT infrastructure development and integration in various roles, including engineer, business developer, manager, and business owner. As an entrepreneur, he co-founded three start-ups where he led the work in branding, corporate identity design, corporate culture development, product and workforce development, marketing, and sales. His work focused on the education and government sectors, involving K-12, community colleges, universities, head start organizations, and sovereign Native American governments.

Alli, a Farmington, NM native, has been a resident of the town since her childhood. After graduating Magna Cum Laude from Trinity University in San Antonio with a double major in Finance and Accounting, she pursued her Master of Accountancy from the University of New Mexico in 2009. This achievement paved the way for her successful career as a Certified Public Accountant (CPA).

Alli’s professional journey began in Albuquerque, where she honed her skills as an auditor with Grant Thornton (later merged with Moss Adams). After several years of experience in public accounting, she decided to relocate back to Farmington in 2012 to be closer to her family. During this period, she joined Chandler & Company, where she worked on diverse projects, including both tax and audit-related matters.

As she embarked on the exciting journey of parenthood, Alli made the decision to transition from public accounting to the oil and gas industry. In 2014, she joined Merrion Oil & Gas, where she dedicated herself to managing company investments.


In 2021, Alli’s entrepreneurial spirit led her to launch her own business, A. Bird D. CPA, LLC. Today, she proudly serves a diverse clientele, providing a wide range of accounting services across various projects.

Ali Davis

Kelley Smith began his relationship with Xybix as a client. He was the Project Manager for the purchase of Xybix workstations with his previous employer, Downey Fire Department, in November of 1999. In this position, he managed multiple projects and supervised the Systems Maintenance of the Dispatch Center. He joined the Xybix team shortly after in May of 2000.

Kelley started at Xybix as an Installer and later became the National Installation Manager in 2002. As the current VP of Operations, he schedules all orders for Xybix, manages the Installation Department and the Customer Service Department, and assists the sales team. He also project manages all necessary projects. In his twenty-four years with Xybix, he has been involved with thousands of projects and installations for customers. He is part of the new product design team and works closely with Engineering and Production to ensure a quality product is maintained.

Kelley holds an Associate’s Degree in Fire Science and a Bachelor’s Degree in Business Management. The best part of his job is the satisfaction he gets from helping customers project plan and assisting them in making their projects come to life. It never gets old for him to assist customers in seeing all of their hard work and planning come together to have a fully functional state-of-the-art Dispatch Center.

Kelley Smith

Julie joined SDR in 2019 leading our administrative support for Sales and Operations. In working with our clients and the public in our rural addressing projects, Julie was introduced to GIS and quickly developed a love and affinity for working with GIS. As the wife of a Police Sergeant, Julie was already familiar with 9-1-1 and Public Safety from a logistical standpoint, but quickly gained a passion for understanding Public Safety from a technical point of view. As SDR entered a period of growth, Julie assumed more responsibilities and showed an immediate aptitude with organization, scheduling and problem solving. She was promoted to her current position as Project Manager in 2021 and is considered a trusted leader at SDR and a core motivator of our GIS team. Julie has worked closely with our clients and our project teams on multiple NG911 GIS remediation projects, readdressing projects and GIS and addressing maintenance projects in various areas within the United States. Julie holds a BS from Kansas State University, Manhattan KS.

Julie Kellerman

Carlos is a seasoned sales leader with more than 20 years of experience in the telecommunications and public safety industries. Throughout his extensive career, Carlos has focused on engaging and supporting decision-makers in federal, state and local government. Currently, he is responsible for leading Motorola Solutions’ Next Generation 9-1-1 Core Services sales efforts in the central and western parts of the US, and all of Canada. Carlos values industry relationships and standards, and serves as co-chair for the NENA (National Emergency Number Association) International Committee. He holds a Bachelor of Science degree in business, with a concentration in international business.

Carlos Simmonds

Randy brings 30 years of technology knowledge and work experience to the Motorola Solutions Next Generation 9-1-1 Core Services project management team. He has worked as a project manager for Flex/P1 Computer Aided Dispatch (CAD), network service manager for AT&T, communications manager in the oil and gas industry, system technologist for Motorola Solution’s field service organization and as a communications tech for Hydro Electric. He embraces professional opportunities that help him to grow, become more aware and build lasting relationships with customers, and spends time outside of work contributing to community improvement projects, youth development efforts and faith-based service campaigns. Randy also proudly served in the United States Marine Corps.

Randy Sedwick

Javier has more than 20 years of experience in the public safety industry and has spent the last five years focused on Motorola Solutions Next Generation 9-1-1 Core Services deployments. Before that, Javier was part of the research and development team working on Motorola Solutions’ end-to-end NG9-1-1 deployment for New York City. He also proudly served in the United States Marine Corps.

Jim Thompson, the Wireless E9-1-1 Project Manager for the State of California’s Governors Office of Emergency Services, 911 Emergency Communications Branch, serves as the central point of contact for the statewide deployment and upgrade of Wireless E9-1-1 and NextGen 911 services within California.

Mr. Thompson’s career in telecommunications spans over two decades, beginning as a Radioman in the U.S. Navy, where he rose to the rank of Senior Chief (E-8) before retiring. During his tenure, he held various assignments, including tactical and strategic communications responsibilities for the Western Pacific Fleet during Operation Desert Shield/Storm and as the Telecommunications Manager for the Pacific Amphibious Fleet.

In addition to his military experience, Mr. Thompson has dedicated 21 years to public safety telecommunications systems management. He served as a Telecommunications Systems Analyst for the California Highway Patrol, where he oversaw statewide responsibility for CHP radio, telephone, and emergency dispatch systems before retiring in January 2021. In his final role, he transitioned to Telecommunications Systems Manager in the State of California, Governor’s Office of Emergency Services, 911 Emergency Communications Branch.
